Trayvean Scott, a former college basketball player and current Grambling State University athletics official, testified before Congress in support of legislation to establish a uniform federal law governing college athletes’ name, image, and likeness (NIL) rights. The proposed legislation aims to create opportunities for Black colleges and their athletic programs, address financial needs of HBCU athletes, and regulate athlete transfers.
